I have created a new concept/mockup for a theme/OS.
This one includes a bit of a Vista style with Aero borders, but the borders are thinner and the window itself is squared off.
I have gone with somewhat of a minimalistic approach (in my opinion) with this one by using smaller min/max/close buttons and simple navigational buttons. Buttons have shadows, glowing icons, and fading styled highlights. I have also used a few highlight techniques and fading gradients to create the effect seen on the window itself.
Tabs have been implemented into real Windows Explorer replacements and is popular in browsers, and inspired me to create tabs in this concept.
I really wish I knew how to create visual styles for Windows 7, I would definitely give it a shot.
You'd need to use something like Vista Style Builder or a Resource Hacker to create a custom theme. I don't have much experience with Resource Hacking and I haven't used Vista Style Builder either unfortunately.
Hey man I am revisiting this again. I've actually been working on it for a while and the close/min/max button look almost exactly the same as in the preview! If you could send me some opaque images I would be soooo appreciative! Oh and a windows color, because I'm trying to figure out what color they should be and I'm not really sure what you would want it to be...
It's no problem at all I think I modified the original too much lat time and I wasn't as a good as making themes then. I hope I can live up to your expectations this time.

This is only a concept done in Photoshop.
